Grants Program and Compliance Analyst

The person who fills this role will be part of a team supporting federal grant and financial assistance programs. RiverNorth's projects include designing and developing government finance and federal assistance programs that help people and populations get what they need to thrive. The person who fills this role may support projects that range from supporting standing up new grants programs to updating and improving existing ones.
The Grants Program and Compliance Analyst is responsible for:
• Advising clients on matters related to federal grant compliance and program design for government assistance programs
• Performing compliance reviews, designing and executive compliance testing procedures, and overall program risk analysis for government grant programs
• Program design, execution, and management of internal controls and business processes
• Drafting policy and guidance memoranda
• Management of program lifecycle activities including outreach, application, approvals, reporting, oversight, and closeout
• Performing reviews of government grant program outcomes and recipients to ensure compliance with program requirements and objectives
• Supporting the creation or improvement of government grant programs
• Drafting policies and procedures for program operations, as well as critical communications for internal and external stakeholders in compliance with legal requirements (including adequate internal controls and risk management)
• Customer support and self-directed organization that is: relationship-focused, process-driven, metric-focused, and results-oriented
• Advising on issues relevant to program design for government programs, including grant or loan program topics
• Researching and advising on policy impacts, cross-government benchmarks, and programmatic requirements
• Tracking financial expenditures across programs and recipients
• Microsoft: Outlook, Word, Excel, Teams, SharePoint.
Your Experience:
Must Have:
• 2 to 5 years of experience supporting government programs.
Highly Desired:
Specific experience with grant or federal lending programs
Internal controls or compliance experience

• Bachelor's or Master’s degree in Public Policy, Accounting, Finance, Business Administration, Law, or other related field. We will also consider an equivalent combination of education and/or experience.

This position offers a work-from-home arrangement specifically designed for Washington, D.C., Maryland, and Virginia (DMV) professionals. Our team members enjoy the convenience of working from their homes while being located close enough to engage with RiverNorth employees and the federal agency. While you will primarily work from home, the client may require as-needed meetings onsite at their offices in Washington, DC with minimal notice at times.
RiverNorth maintains office spaces in Ashburn, VA, and Fairfax, VA, allowing our consultants to work from these locations if they choose. It's important to note that certain activities, such as orientation, training, and company meetings, are conducted in person at our offices. This setup is ideal for those who live in the DMV area and seek the flexibility of working from home yet remain connected and accessible for essential in-person engagements.

Project Manager

The Project Manager will work within a federal financial regulatory agency supporting financial systems migration and program operations. This individual will oversee program and project management tasks while providing technical, managerial, and functional expertise in key areas such as business process improvement, performance assessment, operations improvement, and financial management.
Successful candidates must have a strong background in program/project management, project design and execution, documentation, quality assurance of deliverables, financial management, and leadership. The Project Manager will also support account management and program growth efforts, requiring exceptional communication and relationship-building skills.
Day-to-Day Responsibilities:
Leading business process reengineering and system migration efforts.
Developing and managing program documentation, policies, and procedures.
Ensuring the quality and accuracy of project deliverables.
Collaborating with stakeholders to develop a comprehensive financial systems migration strategy.
Managing program change initiatives, including communications, training, and adoption strategies.
Coordinating with the COR and CO for telework and on-site task assignments.
Identifying opportunities for account management and business development.
Tracking performance metrics and preparing executive-level reports.
Technical Proficiency and Tools:
Experience with legacy SAP HANA, Oracle Federal Financials, PeopleSoft, Accounting Systems
Expertise in project management tools and methodologies.
Proficient in Microsoft Office Suite, including Word, Excel, PowerPoint, Teams, and Project.
Strong technical understanding of financial systems migration and related processes.

10+ years of relevant experience in program/project management with technical and functional expertise.

While the primary work setting is remote, occasional on-site meetings at the federal financial regulatory agency’s headquarters in Washington, D.C., may be required, sometimes with minimal notice. Additionally, the role may involve travel to agency headquarters, field offices, property storage facilities, and other approved locations, as necessary. Telework arrangements for specific tasks may be permitted with prior written approval from the Contracting Officer's Representative (COR) and Contracting Officer (CO).
